What is he doing with the drumsticks?

So my friend has a neighbour that goes around with drumsticks sometimes, when he has them hes banging them on random things on the street. I don't play the drum and I'm just wondering if this is normal and what is it called. It can be embarring because sometimes we get glares form random people ping by.
