Why did it take Obama 70 DAYS to accept International help for the BP oil spill?

70 days? There will a committee formed to determine the type of service each nation will be allowed to provide. Then, the Coast Guard will have approve the committee's action. Maybe the 12 nations will be allowed to help if the labor unions do not stop the help by dictating that the Jones Act prohibits any other worker than U.S. labor can be used. The the U.S. labor will have to be trained. Then it is 2011. I don't know why it took 70 days to make a simple decision. For some reason, I imagine that it be declared a "Bush is to blame" case.
