Using Kyocera SOHO w/USB Cable to connect to Dialup ISP, my problem or ISP's?

I have a Kyocera Soho, a Dial up account, and a USB cord to connect the Soho to my laptop. I have the settings all created so that my ISP dials up on COM4, which it dials up on the Soho. It dials fine, pes the verifying user name and pword, but then gets stuck on the Registering your computer part, and then times out. Any idea who's end this is on, mine or my ISP's? If it is on mine, what should I change? Thanks everyone in advance.
