Why is my new processor, the Intel Core 2 Quad 9550 2.83 MHZ, showing up in CPU-Z with a core speed of 1144MHz?

I JUST got a new computer that I had built custom. My processor's are the Intel Core 2 Quad 9550 2.83 GHZ. I ran 3D mark vantage...processors ranked in as with 5,500 points. Not great...but whatever...then I check the Internal Speed and it says it is 1.1 GHz. I am like what? So I go and download CPU-Z and it is saying my Core Speed is 1145.0 MHz....Shouldnt it be 2.83 GHz? Or 2800 MHz? Did my custom CPU builder screw me? Are the processors bad? I have no clue... please help...and thank you in advance. This is really getting me worried here cause these were expensive processors for me.
